Yes, this need to be fully submerged under the water to function.The machine will stop work without water. If running without water, the machine will be ruined.

Plugged everything in filled up the water and turned on the filter machine and only the bubble work. The heater and filter don’t make any noise and doesn’t turn on or heat the water at all. Awaiting my refund or replacement hopefully soon.
